S/PAC = System / Policy Analysis and Change

The System/Policy Assessment and Change Project (S/PAC) includes multiple sub-projects that address policy and system issues that are relevant to the successful transition of young adults to self-determined community living and community participation. The culmination of each of the sub-projects results in dissemination and technical assistance.

Young Adults Affecting Policy Change

Based on data from interviews with the leaders of nine young adult led organizations, the team documented and analyzed the processes, strategies, and outcomes by which organized groups of young adults engage in policy analysis and action relevant to transition. The project generated a tip sheet and policy guide based on the findings.

Housing Policy

The team researched and documented the issues around housing for youth and young adults with mental health challenges. The report was developed for an audience of mental health planners and policy makers and includes service delivery options that are developmentally appropriate for young adults.

Youth/Young Adult Voice at the Agency Level (Y-VAL): Validation of an Assessment

The objective of this project is to validate an assessment tool designed to help youth-serving agencies assess their success rate at meaningfully involving youth and young adults in decision making at the agency level. This assessment was developed collaboratively by Youth MOVE National and researchers at Pathways/Regional Research Institute at Portland State University. The assessment can be used as a tool to help agencies improve their ability to successfully include youth and young adults in decision making. For the Y-VAL validation study, the research team gathered data from stakeholders nationally via an online survey. Stakeholders included youth and young adults receiving services, youth and young adults in peer roles, agency staff and management, and others. About 450 people participated in the study.

This report addresses challenges faced by transition-age youth and young adults with mental health conditions as they try to find and maintain stable housing. This document was written specifically for program designers, administrators, and policy-makers, and others who are planning to develop or modify housing supports that are available to young adults.

Changing the Rules: A Guide for Youth and Young Adults with Mental Health Conditions Who Want to Change Policy

This policy guide is intended for use by youth and young adults working together within a group or organization to make specific change, usually in partnership with other agencies, groups, or organizations.

Advice to Young Adults from Young Adults: Helpful Hints for Policy Change in the Mental Health System

This tip sheet on policy change is designed for use by youth and young adult led organizations that include young people with lived experience in the mental health system in their membership.
